[WriteInPublic] Allow writing to orgs as well as people

This changes the WriteInPublic integration to allow writing to an
Organisation (e.g. in this case it will be a Committee) as well as being
able to write to a person.

At the moment this is all a bit hard-coded and not so reusable, but it's
a good start and we can iterate on it now it's roughly working.
