Correctly specify and transfer the right environment variables for OpenStack.

New cloud methods MaybeEnv() and AllEnv(), the latter used to copy over all
possibly needed env vars to the OpenStack "headnode" that deploy creates.

cloud provideri implementations must now implement the maybeEnv() method.

Deploy now deletes the env vars file immediately after use, so OS_PASSWORD is
not kept on disk.
