Allow dup regions in summarize_categorical() and plot_categorical()

* The use of dplyr::distinct_ would remove duplicated regions that had different attributes, as described in https://github.com/rcavalcante/annotatr/issues/10.
* In summarize_categorical(), use the by parameter as part of the .dots parameter in dplyr::distinct_() to avoid this.
* In plot_categorical(), use the x and fill parameters as part of the .dots parameter in dplyr::distinct_() to avoid this.
