ChatTranscript: LineItem with timestamp

This update refactors ChatTranscript.Item to better handle `line_item`
types. It now renders an internal sub-component, specific for the `line_item`
UI, ensuring it has a createdAt, with support for a timestamp, available
on hover.

ChatTranscript.Item now also has access to timestamp on hover.

In the future, I plan to replace it with an actual tooltip, when that
gets built.
