ChatTranscript: Add components

This update adds a new ChatTranscript component, with it's associated
`.Item` sub-component. These components render a Chat session that has
concluded.

In addition to this, 2 new components have also been added:
`Attachment` and `AttachmentList`, which are both being used within
`ChatTranscript.Item`.

Storybook stories for all 4 components have been added, as well as
Docs and tests.
