* fix errors when setting keep_tree=true in dpw (issue #32)

* same behavior, just factored more nicely

* always create a new tree if keep_tree=false

* state progressive widening is changed to be based on unique transitions, added n_a_children and unique_transitions fields to DPWTree for tracking
