MAINT: Remove unused start and end date methods and members.

When data portal code uses the start and end of an asset, the asset's
`start_date` and `end_date` members are used, instead of keeping an internal
cache in the data portal.

(At one time, the integer `sid` was passed to the data portal, necessitating the
cache; however, the current state is that the asset object is expected.)
