<a href="https://github.com/wikimedia/parsoid/commit/3bbadbf01">Move escapeRegExp from Util to JSUtil

This allows us to remove a redundant definition in logger/Logger without
introducing a circular dependency by making Logger depend on Util.

JSUtil is a better place for utility functions with no dependencies and
no relationship to wikitext.
