* support for filter_by_tag_values, for filtering on extra asg tags

* refactor filter by asg tags, for readability

* refactor to reduce complexity

* on error return asg list

* operate on a page of results at a time

* update to Tag object

* add filter for custom tags, add asg filtering test

* move tag matching to method

* move output to outer method

* use only equals, as interating filter by tags

* factor out looping of asg tags

* Remove unrequired filter by tags

Initial filter by tags is not required, as we describe all the asgs in a subsequent request.  So we can skip the filter, get all the tags, and filter by each asg's tag

* Update to allow comma separated tags to filter on

* update based on comments

* update formatting on test

* Update wiki documentation

* Fix formatting in main_test, change Makefile error to say 'make fmt-check', not 'make fmt'

* Remove reference to non existence make file task

* Update to make config for asg filters a simple string

* Apply Patch to Tech Details
