Tweak and test get_new_ids()

- Tweak docstring
- Make `shortnames` stateful
- Make the sort fall back to sorting by name
- Add optional `file` argument for output redirection for consistency
  with other functions that print
- Drop `limit` argument validation; we don't do that elsewhere
- Add unit tests for 100% coverage
