Refactor the accumulator to use run context iteration on the collector side

As much as I like the accumulator model in the 2.0 release better, this would
fix two issues it introduced:

* It was no longer possible to declare a source without any collector resources
  (i.e. recipes like [socrata-chef-client::logging](https://github.com/socrata-cookbooks/socrata-chef-client/blob/fb141069b/recipes/logging.rb)
  fail in testing because they don't install the Sumo collector)
* The collector resource had to be declared before any sources or they wouldn't
  be able to find it to register.
