Allow force delete of deployments (#337)

* Make DeleteDeployment use 'force' on rollback

The SDK was ignoring the force parameter on the DeleteDeployment
operation. Add it as a querystring to the request.

* Make DeleteDeployment expect empty resp on force

* Refactor delete deployment function

* Add unit tests for delete deployment force
