[rpc][docs] Update docstrings and typos for all RPC methods

also define/update the __all__ attribute of the module because it
controls the order in which methods appear in documentation.

The order should be: create, update, filter, followed by
add_X, get_Xs, remove_X and so on in alphabetical order.
