[FIXED] FT Standby may fail to start in Channels Partitioning mode

In Partitioning mode, when a server starts, it tries to see if
another server in the NATS cluster has incorrectly configured the
same channel(s). However, an FT server should do this test only
when it activates.

Resolves #453
