CA-269652: Live disk not paused before bitmap coalesce on snapshot delete

Ensure that the cbtlog consistency flag is set correctly when enabling
cbt and when taking a snapshot of a cbt enabled vdi. New method
tap_status() added to blktap2.py. This returns true if disk is active,
and false if not.
