CA-248228: Removable Storage Disk attached to VM lost after

 VM reboot

Issue: The xapi/block symlink gets removed upon change actions
       like VM/host reboot on removable storage. Due to this
       the storage is not recognised.

Fix:   Modified udev rules to fix this issue.
