Fix: typing notifications are not properly dismissed.  (#1208)

* Fix: typing notifications are not properly dismissed.

Dismiss typing notification after 15s if no new event is received.

Fix:#1195

Fix: reducers and selector tests.

Revert all unwanted prittier changes.

Update time if already user typing event is arrived.

Fix: not working after rebase.

Created new file actionCreator.

Removed clearTypingNotifications from fetchActions.

Removed redundant code.

Fix: flow errors.
