zephyr/prj_base.conf: Add DHCP option (disabled) and group static IPs together.

Add CONFIG_NET_DHCPV4 to easily enable by uncommenting. It's off by default,
because enabling resets statically set addresses, even if DHCP reply is
never received.

Group all static IP config options together.
