improves documentation (#112)

* \(1\) improves version of bandsampling and \(2\) adds some explanation how to install pyndl on Mac OSX

* uses pycodestyle since pep8 is depreciated

* changes theme to current standard theme and uses informations from package

* adds information about the package

* adds building documentation with tox

* references functions in the examples

* adds copy button using easy dev

* uses fixed easydev version and ignores copybutton.js

* adds citation information

* changes ndl2 publication date to future

* adds docstrings and removes command line interfaces

* adds links to datafiles in the repository

* cleans up readme, since all information are now in the documentation

* drops docopt and matplotlib requirements since it is not used anymore

* moves conftest to testing directory

* removes kalmanfilter temporarily

* changes all pip3 to pip

* extends MacOS instructions and adds installation guide for Windows 10

* increases version to 0.4.0
