* refactor: Rolled out eslint config for all test environments - mostly to standardize how we do it, a

* refactor: fills in the gaps of missing eslint config within test directories

* refactor: will allow fmt of the .eslintrc json files

* refactor: implements proper fmt of the eslint config files across all packages

* refactor: will amend the CLI package to create the appropriate configs

CLI package will generate correct test folder setup with eslint config

* refactor: removes the extraneous package.json check in prettierignore file
