create SSOT for setup and install requires common

Problem: Some pacakages are required both for setup
and install.  At least in the cases covered thus far
a single version should be available for both processes.

Analysis: Added "common_requires" list to store common
requirements.

Tests: tox

NOTE:  Also made the following pass:

* flake8
* pep257
* pylint
* mypy

7 of 7 new or added lines in 4 files covered. (100.0%)

596 of 621 relevant lines covered (95.97%)
