driver/power: add support for Gude Expert Power Control 8080

This driver adds support for Gude Expert Power Control 8080 an devices
alike.
This driver is based on the gude.py-driver but is adapted to
* the new number of ports,
* the new URL for setting values and
* the new format and URL for getting values.
