[#771] Restructure sample Project Portfolio Page for easier reading (#772)

The structure of the sample Project Portfolio Page (PPP) makes it
difficult to read due to,
1. mixing of UG/DG extracts inside the main document body.
2. mismatch of PPP heading levels and those of UG/DG extracts

Let's restructure it to clearly separate,
1. summary of Contributions in point form
2. contributions to the UG
3. contributions to the DG

Also, let's tweak heading levels of PPP so that headings of included
extracts match the the heading structure of PPP.

To match the restructured sample PPP, let's tweak existing docs
as follows:
1. Add 'proposed' features to the DG and UG so that they can be
   included in the sample PPP.
2. Remove horizontal lines in the DG segments included in PPP
   so that they don't interfere with the visual hierarchy of the
   sample PPP.
3. Use italics for 'notes to students' in other docs to follow the
   convention used in the sample PPP.
