Update new file repository importer tests

Add module `pulp_smash.tests.pulp3.file.utils`, containing function
`set_up_module`. Use it to skip the new tests in
`pulp_smash.tests.pulp3.file.api_v3.test_crud_importers` when Pulp 3
isn't under test, or when the pulp-file plugin isn't installed.

Also:

* Drop an unnecessary selector from the new test case.
* Let the test assert that the attributes *sent* when creating a
  repository can later be fetched. Formerly, the test only asserted that
  the attributes *returned* when creating a repository can later be
  fetched.
* Straighten out the clean-up logic.
* Make the `gen_importer` function require a `repo` argument, as a
  repository href is necessary in order to create a new importer.
* Send a much greater variety of attributes to Pulp when updating a file
  repository.
