[docs] Improved freeradius configuration page

* change configuration files path to debian defaults

this will change all the configuration files path to the one that
ships with debian stretch. I added a note for users with other distro
or version.

Also fixed a sphinx build error with using ~ instead of ^ for
subsubparagraphs

* format nicely code blocks

add the name of the file in question to the beginning of each
configuration file

remove file path from text instruction

* add link to freeradius wiki for configuration
