Changes the Character Manager to save it's current character to the URL. (#1601)

* Adds URL based Character Manager.

* Adds new Character Manager Documentation.

* Adds the ability to clear the current character fragment from the URL.

- Deleting the fragment entierly caused the page to refresh so instead
the fragments are mearly set to a useless value.
- Wizard now clears fragment on load.
