CMake: set RPATH properly on OS X, fix pytraj OpenMP being built out of order (#1436)

* CMake: fix failure to load Amber dylibs on newer Macs without DYLD_LIBRARY_PATH.

* Fix quoted variable that should not be quoted.  Who would have thought that passing an empty string in quotes to "cmake -E env" makes it explode?
