Load workflows when we deploy application

In case we are making changes to Hyrax workflows,
ensure they get reloaded whenever the application
is deployed.

Also, passenger is still not consistently restarting
after an application deploy. I believe that adding
more time and making it explictly restart passenger
fixes the issue.
