Create separate tsconfig files:
1) Specifically for building the project distribution.
2) Generally for compiling any TS code in the project (unit tests, etc). This is the general top-level tsconfig file used by the IDE for realtime compiler error feedback too.

Improved test and build:travis scripts to also compile the entire project (including unit tests) to check for compiler errors in ALL files.Needed because Jest does not/ abort/report on compiler errors during transpilation via ts-jest.
