update uberenv to new spack, remove old packages (#225)

* update uberenv to new spack, remove old packages

* copy generated host config to uberenv root

* change docs variant to def to true for uberenv

* update docker build to use new variants

* use sys type to name corresponding spack configs dir

* update to use pkgs merged to spack develop, restrict to cmake 3.9 due to MPIEXEC change in cmake 3.10

* use unzip pkg in docker, spack requires it

* add comment about cmake 3.9

* use mpich in docker to avoid issues with running mpiexec as root

* uberenv pkg cleanup

* add blueos compiler and packages info

* verbose errors for ctest in docker

* adjust osx env vars
