Experimental installation of man pages

Man page installation is effectively impossible under setuptools, since
it packs everything into an .egg file and (deliberately) prevent any
copying if files outside of the python environment.

The current code block works for distutils, since it copies everything
under `sys.prefix` (typically /usr), but insisting on using distutils
over setuptools seems unfair and possibly irresponsible.

I think there are some good ideas in here, so I am commiting the code,
but still not yet sure the right way to implement all of this.
