Use tufts admin_set predicate to query admin set membership

This commit fixes the admin dashboard display for the number of
items in an admin set. Unfortunately, although Hyrax aims to
make the admin set predicate configurable, it is hard coded in
many places.

We opened a ticket in Hyrax to address this:
