<a href="https://github.com/wikimedia/parsoid/commit/4340dcc5f">Template syntax w/ empty link target shouldn't be considered broken The (unauthoritative!) spec at https://www.mediawiki.org/wiki/Preprocessor_ABNF says the link target can be zero or more xml characters, and the PHP implementation agrees: nothing checks for non-empty link/template/templatearg/etc constructs until after the preprocessor has finished.
