Fix VirtualPath caching

Bug was introduced during refactoring, most likely as performance
optimization. `isVirtual` check never run if `CacheAllSafeRequests` was
true.

In addition test re-written to use full HTTP stack, and included case
when caching turned on.

Should fix #1356
