<a href="https://github.com/wikimedia/parsoid/commit/5c4f0f5b0">T182793: Handle extension &lt;-&gt; section boundary conflicts

* This is primarly because of the &lt;translate&gt; extension.
  All the pages that are crashing have the translate markup
  on them that straddle section boundaries.

* This patch eliminates crashers on them but wt2wt will not
  be clean if section tags are preserved. Right now, this is
  not a concern since we are stripping section tags in our
  html2wt code paths.

  The tpl and ext expansion feels ugly but in the presence
  of unbalanced content, unclear what other solutions exist.

* Added a dump flag to dump DOM pre-section wrapping.

* Hard to test this right now via tests. Verified on a bunch
  of crashing pages that this is now fixed.

  Both references and gallery tag ignore unrelated wikitext
  lines in their input.
