Flexible minimum OpenCL version

In OSX >= 10.8 OpenCL 1.2 is offered at the platform level, so we know we can
aim higher when setting the minimum version, This also saves us lots of
warnings caused by OpenCL 1.1 functions being marked as deprecated in these
newer OSX versions.
