Ensure SplitVectorToList returns a list

* SplitVectorToList will now always return an object of class list.  Old code used tapply,
which returns an object of class array which had a length-1 dim attribute.

* When a factor is supplied for the values argument of
  SplitVectorToList, it will no longer be converted to integer in
  the outputted list.

* Updated NEWS

* Bumped package version
