Add missing requirements files to package data

In order for sdist installs to have their testruns pass, it's necessary
to have (at least) py2.7 requirements get installed.
While it might not be a goal of nose2 to ensure that sdist installs
pass tests, there's already some support for this, so it might as well
be correct.
