Add LDAP authentication using e-mail for login id

Add devise_ldap_authenticatable to allow authentication via LDAP.
The application already has devise installed, so you only need to
run the devise_ldap_authenticatable genearators as described in
https://github.com/cschiewek/devise_ldap_authenticatable#setup

Also add the ladle gem to provide a LDAP server which can be used
in the test and development environments.  Update `rails_helper.rb`
to launch an LDAP server when running the test suit.
