Discard import jobs when the ImportService is the error source

We don't want to retry jobs continuously when an the ActorStack cannot create an
item.

The main reason we expect to get an ImportJob is when our
`ApplicationModelActor` returns `false`, but this also avoids retries on other
`false` states coming out of the actor stack.
