Enable batch job submission (#56)

Add option `--batch=N` to a `--qsub` job
submission. Then `N` PBS jobs are submitted,
each to perform a `--task-slice` given in the Python slice syntax
`<start>:<stop>:<step>`, where `<start>` draws its values from
`range(N)`, and `step=N`.

- Fix `QSubLauncher` API usage
- Add a `Slice` parameter type
