Merge pull request #525 from firebase/launch.typescript-support

This combines two new features to the Firebase CLI:

1. lifecycle hooks. You can now add predeploy and/or postdeploy to every feature in firebase.json. The value of these sections are scripts that will be run automatically before/after deploying that feature with the Firebase CLI.
2. TypeScript support. When initializing a project with TypeScript the user will now be prompted for a language to use when initializing. If the developer chooses TypeScript they'll also be invited to install a tslint configuration as well. Initializing with TypeScript will also set a predeploy script to compile the TypeScript before deploying.
