Bring in line with other DBC projects.

- Status checks for database connection.
- Adapt to new NPM target names.
- /howru instead of /status.
- Adapt travis etc to the new targets,
- Restructure acceptance testing to be more robust.
- Detecting non-responsive database.
- Updated to newer Mocha, Chai, Eslint, etc.
- Port fixes to logging.
