cmake: grpc server requires Protobuf_LIBRARIES

Manually set Protobuf variables were wrong:

* Protobuf_PROTOC_LIBRARIES was not pointing to the right file
* Protobuf_LIBRARIES was not set

This commit corrects inconsistent definition and use of
Protobuf_PROTOC_LIBRARIES in the manual setup, and fixes the
build when using system libraries.
