Commit Message

Add `AWS.config.systemClockOffset` configuration option.

This option controls a millisecond offset provided to all dates
generated for signature signing when clock skew is an issue.

Note that this configuration can only be set on the global
`AWS.config` object and cannot be overridden by service-specific
configuration.
