Revert commit bd2639806, undoing mistaken license

That commit mistakenly put DCSOps under MIT-style open source license;
I had misread my notes and applied to DCSOps the license agreed to for
another project entirely.  We actually have a branch with the proper
license change (https://github.com/redcross/arcdata/tree/add-license)
made by @OhMcGoo himself, and we'll merge that in a moment.
