Change yardstick to round coverage percentage down

* When the documentation is at 99.9% it sometimes gets incorrectly
  rounded up to 100. A safer default is to round down.

  It will still be possible to reach 100% coverage, only it will be
  slightly more difficult. This should also help identify cases
  where minor coverage issues are unknowingly introduced.
