Get rid of Beacon, NotImplemented, and GarbagePacket

I thought BEACON had some special meaning, but then I observed some
beacons that were valid APRS packets, and I see other APRS packets
that don't make sense.  Relying on the first letter being a valid
packet identifier lead to other confusion.
