Use an interface for the Serve(Error)Template tmpl argument

This allows both ServeTemplate and ServeErrorTemplate to accept
both html/template.Template's, as previous, and
text/template.Template's without the addition of extra functions.

A test case is added to ensure that both types implement the
interface.
