Adds a --flatnames option to mlabconfig.py (#171)

* Adds a --flatnames option to mlabconfig.py which can instruct Prom target generator functions to return flattened domain names suitable for TLS/SSL wildcard certs.

* Changes --flatnames option to --use_flatnames to make the option a bit more self descriptive.
